Non-Renewable, Non Transferrable (Limited Term) Licenses
A non-renewable, non-transferrable (limited term) license is the form of driver license issued to temporary residents in the United States that is valid for the duration of their stay. A temporary resident is a person who is not a U.S. citizen or permanent resident under U.S. immigration laws, but who does have legal presence in the country.
If you have a card that looks any of the below images, starting June 30, 2025, you will be required to take an Ohio-approved driver training course, and complete 50-hours of practice driving supervised by a licensed adult, prior to scheduling your Driving Tests with an Ohio Driver Examiner at www.ohiodrivingtest.com.

The “Class D” Driver Training Course has Two Parts
- 24 hours of classroom Instruction on motor vehicle operation, traffic laws, and signs, completed in-person, or online; and
- 8 Hours of behind-the-wheel driving instruction with a licensed driving instructor
50-Hours of Practice Driving Requirement
- Must complete 50 hours of driving, including at least 10 hours of night driving, with a licensed driver age 21 or older; and
- Must complete the BMV5791 Fifty-Hour Affidavit form; and have the signature of the supervising adult notarized
** If you currently hold an unexpired out of country license from Canada, France, Germany, Japan, South Korea or Taiwan, you are exempt from these requirements, and may obtain a Limited Term License by presenting your current license at the time of application.
